The latest Report of the UN Secretary-General on the United Nations Verification Mission in Colombia examines the implementation of the Final Peace Agreement between 27 December 2025 and 26 March 2026, against the backdrop of legislative elections and preparations for the presidential elections.
The report notes uneven progress in the implementation of the Peace Agreement. It highlights advances in comprehensive rural reform, particularly in land distribution and formalisation, as well as progress in reintegration, with more than 11,000 former combatants implementing their individual reintegration plans. However, efforts to transform conflict-affected areas and expand the comprehensive presence of the State continue to take longer to produce results.
The security situation remains a major concern. Violence and disputes between armed groups continue to severely affect communities across several regions. Between late December and 20 March, 8,404 people were affected by mass forced displacement and another 23,039 were confined. The Mission also verified the killing of four former combatants during the reporting period, bringing the total number of former combatants killed since the signing of the Peace Agreement to 491.
As Colombia enters a new political cycle, the Secretary-General stresses that the Peace Agreement remains a fundamental roadmap for addressing the structural causes of the conflict, reducing inequalities, strengthening State presence and guaranteeing victims’ rights. He calls for deeper implementation of the Agreement and for safeguarding the progress achieved, particularly in territories where violence and the presence of armed groups persist.
