Stigmatisation and attacks against the LGBTI community in Colombia

Press release: International Day against Homophobia, Transphobia and Biphobia

                                                                                                                                             Brussels, 17 May 2017

On the International Day against Homophobia, Transphobia and Biphobia, Oidhaco wishes to express its concern about the situation of the LGBTI population in Colombia and, in particular, the stigmatisation and attacks against social leaders and other persons belonging to the LGBTI community.

In its annual report, We are Defenders (Somos Defensores) noted the stigmatisation suffered by the LGBTI population during the plebiscite on the Peace Accords and reported that among the 80 human rights defenders killed in 2016, three were LGBTI leaders.

The Office of the United Nations High Commissioner for Human Rights expressed concern about these three murders in its most recent annual report about Colombia and recalled the country’s commitment in the Peace Accords to address the longstanding inequality of the lesbian, gay, bisexual, transgender and intersexual population (LGBTI).

In a recent report, Diverse Colombia (Colombia Diversa) reported that in 2015, 110 LGBTI people were murdered, the highest number of such killings recorded since 2012. It is also worrying that at least 39% of these murders were motivated by prejudice related to the sexual orientation or gender identity of the victims.

Oidhaco is also concerned about persistent discriminatory attitudes on the part of some political actors, which could increase the risk of stigmatisation against the Colombian LGBTI community. We would like to emphasise the importance of the 2015 decision of the Colombian Constitutional Court regarding equal adoption rights and express our concern about the recent referendum proposal on the same issue which was rejected by the First Commission of the Colombian House of Representatives.

Oidhaco urges the Colombian and European authorities to take the necessary measures to put an end to stigmatisation and attacks against the LGBTI community in Colombia. In particular:

- We call on the European Parliament, the European Commission and the European External Action Service to take clear actions to support the LGBTI population in Colombia.

-We urge the Colombian State to investigate the reported incidents, ensure justice and reparation for the victims; and implement protective measures appropriate to the situation of the LGBTI population.

Finally, Oidhaco welcomes to Europe representatives from Diverse Colombia (Colombia Diversa), Affirmative Caribbean (Caribe Affirmativo) and the Santamaría Foundation (Fundación Santamaría) in June this year, and we hope that their presence will serve to raise awareness on the situation of the LGBTI community in Colombia.
